On 17 January 1951 I forwarded to the Commission a proposed
amendment to section 143 of the Atomic Energy Act of 1954, as amended.
The object was to obtain authority to eliminate the present technical
requirement for unnecessary dnplteati in investigations fo ST
clearances and to assure the interchange of Restricted Data between
personnel of different agencies who bad been authorized access to the
same Restricted Data material. I expressed the hope that this amend-
ment might be presented to the Congress during the present session in
order to avoid needless delay and expense.
I received an acknowledgment from the then Chairman on
7 February 1958 saying the matter had been rexferred to your Office
at General Counsel for discussion with us in the very near future.
I have hoard nothing further, but I ante that authority similar to that
proposed by no was givens, in the National Aeronautics and Space Act of
1958, approved July 29, 1958. I still believe it would be advantageous
to obtain the cams authority for this Agency during the present session.
I would greatly appreciate your attention to this matter and
would be glad to discuss it with you at any time.
