1. In the referenced memorandum you prorpose under
certain circumstances and with certain approvals to authorise
a given employee, with his dependents if desired, travel and/or
leave "without regard to any other requirements or procedures. ,R
The quoted clause raised a geasdca of interpretation. In all
other rest and rehabilitation programs of the Agency, it is
established that when leave is involved it will be charged to
annual leave except where medical eircumstanses might justify
sick leave. This is based on the governmental concept that time
not spout on duty must be charged to one or another type of
authorized leave or the employes must be put on leave without
pay.
2. I asked Colonel 'Rite if this were his understanding in
connection with the WH proposal, and he said it was. Therefore,
unless you wish to take issue it would be our interpretation of
your proposal that there would be an appropriate charge to
annual or sick leave In each case.
