In paragraph three there is a reference to some "activities" carried, on
outside the intelligence c nmrruni ty, and in para;graph 4 the L4'nr-1 ry o '
Congress' Monthl'r Index of Russian Accessions is described. Other
unclassified index, abstracting and translating projects are mentioned..
After readin, and comparin r the two articles it does not appear t la' tt ev
are contradicto -Tr. The CIA article supplements the Clesner. a-rt.i r
but the proposition embodied in the latter is not affected r a-npi +r,r+
scientists and businessmen should be receiving expeditiously usncl" irate riels
from Soviet literature and it is tip to a -overnment agency to see to i'- t h,at
they do. The CIA article, or the other hand, is written from thh? ^ nte? ] i;:c r,c,!
