The Agency Publications. Board recommends that it be Agency
policy, to the extent that implementation of this policy does not
impair the discharge of responsibilities placed on the Agency by
the National Defense Act or by NSC directives or jeopardise the
necessary protection of intelligence sources and methods, to
cooperate with other Government agencies in making available
throughout the Government and, where appropriate, to the US public,
factual information in its possession that would not otherwise be
available to the Government generally or to the public.
