I want to bring to your attention the path breaking Report by the
Study Group on Asian and African Languages, initiated by the 1958
NATO Parliamentarians' Conference. at my sm",estica.
Th. Report peas the way by which the Western World can act
mare efto arely in the cold war, by improving our communication
with the peoples of Asia and Africa, It deserves serious consideration
by all the member governments of NATO, and early implmnentation.
I bs' ieve the findings of the Study Groag- are especially timely and
helpM to those responsible for carrying o d the language study
visions of this co ry's Nationarl Defense Education Act.
In my capacity as C'hairrr of the Parlisill atttari ' Scientific
and Technical Committee, I shall have the honor to submit this report
together w h rtecommendatims for Implementing it, to the 1959 NATO
Psarli taria of Conference.
Thera re, I shall welcome your comments and suggestions on the

To coordinate and carry out the proposed program., I believe the
KATO organisation in Paris would need a special NATO Area and
Language Advisor comparable to the present NATO Science Advisory
In addition, It seem, likely that a NATO Language and Area
Advisory Committee would be required comparable to the present
NATO Science Advisory Committee, composed of expert representatives
from all NATO countries, I would welcome your reaction to those
suggestion,.

l artment, the Department of .Defense and the Office of Educati
for their comments and suggestions.
