Panel considers persons requesting full-time internal training and full-time or part-time external training requiring expenditure of money by the Agency. He did say, however, that the few small criticisms, which he did not name, had been discussed with Matt over the months while in his capacity as a member of the Language 25X1A9a Development Committee. =stated that he did not anticipate an increase in language training being given by the DD/I people. There is, of course, some technical language study being presented at the present time, but this has been approved by the DTR. There appear to be no serious problems in the DD/I area. Most individuals feel that once an assignment is firm they should be allowed to take language (VLTP) and then follow up at a later date full time. The key factor in language study is believed to be dependent upon firmness of assignment. Some of the girls are taking a language which they will never use. This, of course, is problematical, but they appear to be taking languages and then , on the other hand, say they do not want to go overseas. This may swell the language statistics, but it is questionable whether it is desirable or not. There is no particular antipathy toward the aptitude test other than the normal dislike of any testing. 25X1A9a suggested that anything that could be done to educate people in the why of tests, how used, etc. might be desirable.
