War nning Conference i6: j~ --_7~1 7 Held in Room 25X1A9A 25X1A9A Mr. Bissell opened his remarks by announcing the appointment.of Mr. as the new C/PPC,, and commented to the effect that Mr._ had contributed a great deal to the Agency while here. He went on to say, that at'this stage the Agency should have a man in this job with clandestine experience and with experience overseas and at the division level here in Headquarters. Mr. Bissell commented on some recent changes and trends in the Clandestine Services. He discussed at some length the new Developments Projects Division and stated as an asside that PPC has been a part of operational Services since last July, but this arrangement is just now being formallized. He mentioned the Agency drive for greater efficiency, citing that the Agency is approximately 2,000 men too large for our new building. He said that the DCI has withstood the Bureau of the Budget request to out personnel per say, but that the Agency's desires to increase it's productivity, there-by decreasing overall humbers of employees. Mr. Bissell spoke of a change in philosophy in the management and control of some of our activities. Up to now the project has been the major control mechanizing in CIS, and there has been less planning for larger programs. We have arrived at this state of affairs largely through legargy of manage- ment. He stated that we night move away from this and delegate more authority downward in projects. Cold-war plans should be more meaningful. Programs are to be undertaken more seriously and results followed more closely.
