SUBJECT: Minutes of Meeting with Mr. Baird
25 February 1959
1. At this morning's meeting with Mr. Baird, the Developmental
Projects Division was brought up for discussion in connection with the
task force responsibilities. Mr. Baird is still desirous of going to
Mr. Bissell and telling him he should look to OTR for continuing
training for personnel selected for possible membership on the task
force. Since Mr. Baird had not read the weekly reports, it was pointed
out that the Developmental Projects Division is now part of the DD/P
complex and will incorporate the essential elements of the

2. He had visited and found that perhaps was not as

4. Mr. brought up the fact that had

early this summer. C/PPS asked DTR if someone from the Intelligence
School should be along who could make notes on difficulties with
installation, transmission of items. Intelligence, contact, operational,

involved in. C/PPS said he has a proposed plan to turn over to the
Intelligence School. They could decide what they want to do.
5. Mr. Baird talked at great length about the JOT Program.
Suggested 28 March for meeting at Asked C/PPS to make

plans to talk to Mr. Baird and will advise later of the DTR's decision
on course of action.
9. Mr. - advised Mr. Baird of the proposal which would place
selected members of each JOT class with commercial organizations for
the purpose of their securing an overseas assignment with the commercial

organization and serving this Agency in a staff agent capacity.
