In order to keep the DD/S informed while he is away, a weekly pouch containing a summary of items will be sent to the- CO offic,5X1A6a 2. A Congressional committee is looking into Government use of advisory committees. Interest is targeted on any actions that could possibly fall in the framework of conflict of interest. All elements should report on any advisory committees in being, listing names of outside individuals on the committee, purpose and use, cost and remuneration. 3. The Kilday Committee was briefed yesterday by DD/I and DD/S and will be briefed by DD/P today. Generally speaking, all elements are concerning themselves with a briefing covering operations and not running into personnel or funds. Concerns CIA activities which are made a responsibility of the House Armed Services Committee. It is beginning to appear that there may be a briefing such as this every month or every two weeks, has Mr. Gordon Stewart's court reporter there to take down remarks made by the committee and by our representatives. Mr. Kilday personally reviews the transcript and sends it back with his approval as is or as corrected. The transcribed record is permanent and is available to the Briefing Officers, offices concerned, Deputy Directors who might use some of the information for budget briefings, etc. It is not unlikely that elements of the committee will go down to 4. At the DD/P meeting, Mr. Bissell mentione the advisory committee. He asked specifically for a survey of TPS activities. DD/P is concerned about the volume of cable traffic and desires to have steps taken to reduce it. Mr. stated that he was resigning and intended to leave at the en of t e month. He said he has been around here for several years, completely frustrated by lack of decision, lack of policy, lack of top-level direction as to what the elements of the war plans should be and in what context they should be placed. Feels he may be the impediment to perfecting a satisfactory plan. Therefore he is resigning and hopes that very shortly something decisive will come of war plans. 7. Mr. said SR is looking for people with a desire to engage in SR operations this summer. SR would like to have names of nominees sent to them, begin 1 May. SR would like to have four to six people from Training. 8. Mr. resignation was mentioned. Apparently was announced yesterday afternoon at a personnel meeting. 25X1A9a 9.
