I believe he has two chief concerns--that may be attempting to brief Chiefs of Mission, senior military commanders, etc. on sub- stantive DD/P matters and may be assuming a burdensome workload. To allay these concerns, the following information might be helpful. Newly appointed ambassadors and senior military commanders abroad comprised the great majority of such officials in whom DD/P was interested. PPC was given the responsibility for arranging such briefings. By a gradual process, PPC extended its concern in this matter beyond the confines of DD/P and it undertook to arrange DD/I and other participation in some of the briefings. In addition, I&R recommended that PPC not extend its interest in such briefings beyond the confines of DD/P. Recently C/PPC, initiated the request that the O&B Officer become the CIA coordination point for such briefings and that he deal with the various major elements of CIA and also with the outside agencies in arranging briefings. Such a proposal contemplates the following major points: (a) The O&B Officer would be established as the central point in CIA for arranging and coordinating briefings for key officials of other agencies. No such central point really exists at present. PPC would remain as the DD/P point of contact for such matters. (b) Participation of the O&B Officer in briefings would be limited to organizational matters. Substan- tive matters would continue to be handled by appro- priate officials from DD/P, DD/I, and other components. (c) The briefings in question are now conducted in the Director's conference room as a rule and last about 3 - 4 hours. This arrangement would continue with the presentation room in Central Building also being used for this purpose. (d) The workload of the O&B Officer would be increased; however, he can handle it without addi- tional help. Approximately twenty-five such briefings are conducted each year.
