Global War Plan and Annexes thereto indicates that all important areas are covered. In its present state, of course, the Plan needs physical reorganization. At present, there are no annexes, though the wording of the Plan indicates that it will have annexes when finalized. As a minimum, it is recommended that annexes for Personnel, Communications, Logistics, and Administration be prepared, as well as the annexes containing tasks for each OTR component. .............. . 2. When the Plan is rewritten, it is recommended that references be as precise as possible./ As now written, certain references to annexes are not clear as to whether they refer to annexes in the CIA. Global War Plan or annexes to the OTR Plan. Also, other references are not clear, such as on page 6 where an attached T/O is referred to without stating the number of the attachment, whether it is an attachment to the annex or basic plan, etc. 3. Following are questions of a general nature which occurred while reading the Plan. There was no consecutive numbering of pages on the draft; therefore, page numbers were penciled in for use in commenting on the Plan. a. Page 5, paragraph (3). Reference is made to the use of closed circuit TV. Is the supporting structure in place? How much advance notice is required? Are the TV sets available, etc. ? b. Page 9, Paragraph D. This whole paragraph, including subparagraphs, was somewhat confusing. Is it talking about steps to be taken in preparing this Plan, of which it is a part, or is it talking about future planning? c. Page 12, Paragraph (e). In reference to the statement that mobilization assignments will be made when directed, who directs this? Should it be done now? When can we expect it to be done? d. Page 13, Paragraphs (f) and (g). Should preliminary work be done in selecting alternate training sites?
