1. I can view the period ahead with cautious optimism. I have
determined on my strategy, disposed of my tactical forces, and pre-
pared my alternative plans. The thing to do now is to stay loose,
anxious, and objective -- and to expect the worst.
2. The chief task ahead irn setting up the course is to
determine who will take over the task of explaining the whole process
of ELINT analysis and how he will do it. The lecture or lectures on
analysis will complete the formal block of instruction in the course;
they will have to provide a justification for the requirements and
give to the DDP contingent, students and faculty, the satisfaction of
knowing that ELINT collection is directed toward a firm and worthwhile
goal.
3. The presentation of ELINT requirements is still something of
a problem. The present controversy over requirements between 0SI and
DDP is certainly one of the reasons why the Offices concerned have
united to give the course. Very much simplified, the difference of
opinion boils down to this: DDP claims that OSI is asking for signals
when what the office really wants is information on certain types of
instruments or weapons. This information DDP could gather, or is
equipped to gather, by other means than electronic intercept if the
requirements were set forth in other terms. The position of 0SI as
I have gathered it, is that a great many of the tapes now coming in
have no significance. Either the black boxes have been misused or
the targets have been of no particular value.
ring the past week I have drawn up with 25X1
a special bulletin describing the course. I have seen 25X1
TSS, and discussed with him the part that TSS should play in
instruction. He will work out his part in conjunction with the
presentation of the Office of Communications. of PIC 25X1
tells me that the collection of material is going forward and that he
will send it to me presently for my check. I have also written a
formal memo asking that PIC set aside time for explaining the Center's
part in ELINT collection and analysis.

5. The DTR's decision to postpone giving the'course for the
first time until preparations were complete met general approval.
It has, however, not relaxed efforts to get those preparations
made. and I agreed that we would try to have
everything ready by 3 August for review by a panel of officers
from the Offices concerned. This review, however, would not be a
formal affair but rather a presentation of blocks of instruction
as they were ready. This review could also take advantage of
idea that Branch Chiefs, who will determine in
the end who the students will be, should got some sort of preview
of the course to enlist their interest.
6. 1 have two serious personal problems: a) I need to
gather reading and study materials for the students, and b) I've
got to find the time to read the materials first myself. The
library has already turned up for me some articles of general
interest from service publications.
