I discussed the problem with He 25X1 felt that training seminars in Washington should be budgeted against the operating components concerned. He foresaw no FY 1960 requirements for funds for OTR travel incident to ELINT or major space alterations that would not be included in other budgets. He suggested w,9 have f {MK give us an estimate of over-all Agency ELIN A training requirements in terms of the number of students and number of days TDY and PCS training, and if possible some idea of the location of the training. With this, QTR will provide an average cost figure which can be used for preliminary budget estimate purposes. 2. In discussing the concept of additional JOT slots, 25X1 suggested the operating components request the slots for themselves and the individuals be recruited, processed, and trained under the JOT Program in preparation for their specific ELINT assignment.
