This memorandum is for information only,, 2. At the present time there are pending in the Congress four identical bills cited as the "Freedom Commission Act." Their numbers and authors are as follows: a. H.R. 3880 Congressman A. S. Herlong, Jr. (D., Fla.) b. H.R. 3881 - Congressman Walter H. Judd (R., Minn.) c. H.R. 4803 Congressman Donald L. Jackson R. , Calif.) d.. H.R. 4983 - Congressman Charles E. Bennett (D., Fla.) See also S. 1689 - Senators Mundt & Douglas 3. The stated purpose of these bills is "To create the Freedom Commission for the development of the science of counteraction to the world Communist conspiracy and for the training and development of leaders in a total political war." The bills would establish: a. a seven man 'Freedom Commission" to carry out the provisions of the Act; b. a "Freedom Academy" to train personnel (U. S. and foreign, Govern- ment and non-Government) in Communism and the counteraction of Communism; and c. a "Joint Congressional Freedom Committee" to study the activities of the Commission. 4. In addition the bills would authorize: a. b. the establishment of information centers for the preparation and dissemination of books and other materials; and research studies. 5. Section 10 of the bills limits the authorities of the Act to preclude disclosure prohibited by law or inconsistent with the security of the United States. s/ JOHN S. There has been no specific legislative action on the establish- ment of a "Political West Point. " However, the thinking on this is still very much alive and the Legislative Counsel is of the opinion. that something may develop.
