11 The CHAIRMAN invited the Committee to resume study of Item 1460. He
recalled that delegates had undertaken to refer to their Governments the two re-
commendations, as set out in para, 1 of COCOM Doc. No. 3714.60/3 which were to
accompany the proposed administrative exceptions Note to part (b) and which had been
agreed by the French, United Kingdom and United States Delegations, Noting that
there were no objections to this text, the Chairman invited the Cor. ittee to give
views on the amendments proposed during; the previous meeting to the text of the
administrative exceptions Note itself.
2. As regards the phrase "(excluding military configurations)", the
UNITED STATES Delegation withdraw the wording they had suggested ad referendum in
para. 2 of COCOM Doc. No. 3714,60/3 and proposed, in view of the difficulty of
finding a French equivalent for the word "conf iguration_s" and on the basis of an
earlier French proposal, that this phrase be changed to road "(excluding those
of military specification)". All delegations agreed to this proposal,
3 Turning to the second amendment, i,o, a United Kingdom suggestion to
add "or inferior to" after "equivalent", delegations agreed to retain the wording
proposed by the United States Delegation. The latter Delegation stressed once again
that they agreed with the intent behind the United Kingdom proposal and referred
to their statement in para. 3 of COCOM Doc. Nn. 3714 060/3 .
4. The third amendment concerned the substitution of the words "and which
could be used thereon" for the words "and are useable thereon" as recorded in
para. 4 of COCOM Doc. No. 3714.60/3. The UNITED KINGDOM Delegation, while still
preferring to delete this wording altogether, were prepared to agree to it on the
understanding that it would not be literally applied, since the aero-engines in
question could be used on aircraft for which they had not been specifically designed.
No other objections were raised in this connexion.
5. The UNITED KINGDOM Delegation referred to the condition they had al-
ready stipulated as regards corresponding changes in Item 10(a) on the Munitions
List. They suggested that the words "with the exception of aero-ongines excepted
under International List Item 1460(b)" he inserted after the word "aircraft" in
the last line of sub-item 10(a) oeMunitions List. No objections were raised to
this suggestion.
6. The COMMITTEE noted that agreement had been reached on Item 1460.

CONCLUSION: The COMMITTEE agreed to redefine Item 1460 as follows :
111JA60 Aircraft, aero-engines and aircraft equipment, as follows:
(a) Aircraft, n.a.s., except those not containing or incorpora-
ting any Munitions List atoms and which:
(i) are of types and series whiob have been in, normal civil
use for more than two years or
(ii) being of types and series in-normal civil use, are under
90, 000 lbs o empty wei.' ht .
NOTES: 1. Empty wei~,ht is unl ersto:od to include normal
installation and normal minimum crew, but does
not include fuel or payload.
2. The supply or installation of equipment covered
by Items 1485 and 1501 in aircraft to be ex-
horted, to the Sino-Soviot Bloc is prohibited
unloss it comes un:i.er the exceptions of Item
1485(d) and (e) and Item 1501 (a) and (b)(2).
(b) Aero-engines, ne.s.
NOTE: Governments may as administrative exceptions approve
for use in civilian aircraft in the Bloc reasonable
number s of :
(1) aero-engines of turbo-prop, turbo-shaft and turbo-
jet types and series (excluding; those of military
specification) which are the standard engines of
aircraft excepted from embargo under (a)(i) and
(a) (ii) in this -1efinition or are equivalent to
the standard engines of such aircraft in basic
characteristics, performance and technology and
which could be used thereon. As used in this Note
the torn "standard engines" refers to the engine
or engines which have been specified by the aircraft
manufacturer for the aircraft and which have been
normally or frequently used thereon. In order to
assure that consistent up-to-date practice obtain
under this Note, countries wishing; to export engines
equivalent to the "standard engines" as described
in this Note, will collaborate in the progressive
establishment, in an Interpretative Note, of a List
of such en,7ines, (See Interpretative Note No. 9 in
List Annex B). Before authorising the export of any
such "equivalent" engine not already on the List,
Governments will submit to the Committee a full des-
cription of the "standard engine" involved and of
the "equivalent" engine (or engines) with a justi-
fication as to why the Government considers it to
bo "equivalent".
(2) piston type engines.
Recognising; that there may be some need to embargo
certain types of piston engines, Governments will.
consider sympathetically any proposals to embargo
such specific piston type engines under this Note
as further examination of the problem nay warrant
Exports authorised by Governments under this procedure
should be reputed to the Committee in the monthly sta-
tistical returns.
(c) Ground and airborne equipment (n.e.s.) developed solely or
used mainly for aircraft, except around or airborne equipments
of types in normal civil use.

It further agreed to redefine Iten 10(a) on the Munitions List as
follows:
10 a Combat aircraft and other aircraft specially designed for military
purposes, including military reconnaissance, assault, military trai-
ning and logistic support, and all aircraft having special structu-
ral features such as multiple hatches, special doors, ramps, rein-
forced floors and the like, for transporting and airdropping troops,
military equipment and supplies; aero-engines specially designed or
adapted for use with such aircraft with the exception of aero-engi-
nes excepted under Item 1460(b) cn the International Lists; and
component parts thereof;"
