The CHLIRTULN invited views on the Working Group's proposal for insertion of a Note in the definition of Item 1529, as set out in Annex B. to COCOM Document 3715.29/5- 2. The MTITED STATES Delegate stated that his authorities believed that definitive treatment of this problem should be postponed until the autumn List Review. The discussions held by the Working Group of technical experts had been valuable in identifying the nature and scope of the problem, which was, however, a complex one, and which affected other International List definitions. The United States authorities believed that the most effective approach would be for all interested Member Governments to consider carefully the points made during the technical discussions arid, if they deemed it desirable, to submit specific redefinition pro iosals luring the List Review. Should its own tech- nical examination indicate the desirability of such a step, the United States Government would itself also submit a redefinition proposal. Pending the List Review discussions, the United States authorities believed th-^t individual cases which came within the area of the problem could best be handled through the medium of individual exceptions cases. In considering such cases, the United States authorities would take full account of the points made by other Delegations during the technical discussions. 3.
