MEMORANDITh1 BY THE NETTTERLANDS DELEGATION
INTERPRETATION OF ITEM 1521(d) - D.C.AMPLIFIERS
Referring to COCOM 3715.21/2 the Netherlands authorities are of
the opinion that certain types of electrometers - other than dosimeters
formerly embargoed by Item 20 of the Atomic Energy List - should now
be regarded as covered by the present definition of Item 1521(d), the
main constituent of the electrometer - the amplifier - being covered
by Item 1521(d). Consistent application of Administrative Principle
No. 3 would load to the conclusion that the electrometers
intentionally deleted by the redefinition of Item 20 of the Atomic
Energy List should be regarded as under embargo.
The Netherlands authorities can in principle concur in the
interpretation of the Unitodiingdorn Delegation in differentiating
electrometers -which employ mainly a "vibrating condenser" from
those containing a "chopper type amplifier". HRwever in an
endeavour to roach a uniform interpretation of the embargo
regulations, the Netherlands authorities would prefer to redefine
Item 1521(d), in order to prevent any possibility of difference in
interpretation when applying Administrative Principle No. 3.
To this and the Netherlands authorities t?rould invite the
United Kingdom Delegation to differentiate clearly in the definition
between the "vibrating condensor" and the "chopper type amplifier",
and propose a redefinition for Item 1521(d).
