1. The CHAIRMAN invited Delegates to express their Governments'
views on the Memorandum submitted by the United Kingdom Delegation
on the subject of electrometers (COCOM Document No. 3715.21/2).
2. The FRENCH, GERMAN and ITALIAN Delegations said that their
authorities were still examining this document. Their preliminary
view was that the United Kingdom interpretation was sound. The
Delegates hoped to be ab:'_o to give final views without delay.
The GERMAN Delegate pointed out that military types of electrometers
seemed to be covered by Item 11 on the Munitions List.
3. The JAPANESE Delegate stated his authorities' view that the
United Kingdom interpretation was a reasonable one.
4. The NETHERLANDS Delegate said that his authorities concurred
in the United Kingdom view.
5. The BELGIAN Delegate was lininstructed.
6. The UNITED STATES Delegate said that his authorities could
support the United Kingdom analysis of the situation They would,
however, welcome more information as to the "chopper" type amplifier
referred to in the third paragraph of COCOM 3715.21/2. Furthermore
they asked for confirmation of their assumption that the reference
to "new types of electrometer" in the last sentence of the same
document related to hypothetical cases only.
7. The UNITED KINGDOM Delegate confirmed this assumption. The
sentence in question was intended to mean that if new types of
electrometer - unknown at present - wore brought to the attention
of his authorities, then they would be considered, and doubtful
cases submitted to the Committee. The Delegate undertook to refer
to his authorities the request for details as to "chopper" type
amplifiers. Upon receipt of additional information, which might
interest other Delegations also, he would raise this question once
more.
8. The CHAIRMAN asked those Delegations who had not yet given
final views to endeavour to do so when the United Kingdom Delegate
reopened the matter, or to make a statement under "Other Business"
if preferred.
