No? 3715.Q1~1, page 6), and to undertwke further detailed study on the basis of
this text. The Chairarari ex~-lamed that the Committee should give views on the
two aspects of this proposal: 1) tYie question of principle involved in changing
the present Notes into Exclusion clauses and 2) the tecYrnical questions arising
out of tiie v~~rious sub-iteaas.

3? Th? UNITED SThTES i~ele~ate, referrin~? to the question of principle
mentioned by the Chairrzan, i. e. the changing of the Notes into exclusion clauses,
stated that the vie~,~s of his Delega,tiun, as set out cn. tYie first page of COCOM
:hoc. Nu. 3715. G1/l, Yi~,d undergone no cYran~e since the first round cf discussion.
4? The NET#-IEYt~YAI;.)S Delegate stated that, since the close of the first
round of discussion, iris authuriti~;s h~ru given crrcful study to the problerxs
arising in the case of Iter:r 15G1, a.n.d tYiat, without wishing to raise a formal
c?'ajection, his Delegation believed that it would not be reasonable to free the
equip;r~ent concerned without fixing; any lir_:it whatsoever, axed that some steps
should be taken tc ensure a quantitative control over exports of the equipment
covered by Item 1501. Such a control alight ue achi~oved by the adoption of an
administrative excej~tiuns system allowing Govc.rnrrents to authorise certain ex-
loxts l;rovided they were ~.:a,do in .reasonable quantities and rel>arted to the
Coordinating Corxnittc:e. TY~.e Delegate stated th-~t he: was not submitting a spF;-
oific prol:;csal, but that he was ready -to do so if it would enable the Committee
to reach a~reerient.
5. The GER:tb~;,N ~Jelegate noted that it was not possible to reach agree-
rlenfii on the changing of the Not~;s into exclusion clauses, and therefore sug~es-
ted that the substance of the exclusion clauses Nroposed by his Delegation in
COCCIU1.Doc. No, 3715. G1/1 should be embodied in Notes allowing administrative
exceptions.

out in CGCUIVi Doc, Nc. 3715.011 sub-item by sub-item,, assuming that exceptions
would be dc;alt with in Notes alan~ the lines sug;~ested by the Gerr.~an Delegate.
The Cornr~rittes then proceeded to study Item 1501 sub-item by sub-item.

8, The GERMAN Delegate proposed the wording for a Note set out below.
Txiis wording took into account the difficulties previously encountered as re-
g?ards the wards "types and series" used in his original proposal recorded in
CC}CG1VI Doe. No. 3715.011, and explained what was meant by "reasonable quanti times"
in sl;ecifying that the equipment cancerned :lust be "needed to equip Sino-Soviet
Bloc civilian aircraft...."

to the Note prok;csed by tine Gerrian Dele{;atian.

authorities for sy~il:athetic cansideratian. Iie believed, however, that centain
ter~is needed further cl.arifieatian and cited. by way of exa~aple the larablens of

give rise. He also feared that the ic?._ca of the two-year period ~:i%ght cause dif-

night be passible within six ~i:lanths for exai.iple to review the situation in the
l~.ght of the experience grained by ivierl'uer Govern~~ents.

s~d to any measures taken to confirm the: procedure pro~;ased, at the time of each
International Kist review.

the United Kingdom Delegation believed it desirs;ble to release certain systerns
~rivin~;r r~;sults comparable to those obtained by Adcock systems.
56? The UNITEr STATES relegate vras able to agree to the text set out in
CuCCiul Doc. Na. 3715.O1~1, but h.ad to refer the new United Kingdom proposal to
his Government.
57? The F1~NCH relegate found that the United Kingdom text was too
Vague and ran the risk of frecin~,r equipment still under developrlent or Tacan
apparatus.
