1. The CHAIFM'VIAN recalled that at the last meeting at wb.ich this matter
was discussed trio Committee had agroecl to refer to Dn(mmber Governments the
three proposals which T)ad been oubmittod respectively by the Chair, the
United States Delegation and Via United Kingdom Dolegation with a view to
excluding glass to metal sealing alloys from embargo (COCOM 3'716.35/6,
paragraphs 1, 3 and 11). He invited Delegates to make 'known their authorities'
vievis on these throe proposals.
2. The GEEIVAN Delegate said that his authorities had instructed him to
notify their agreement on tho principle of the French proposal that glass
to metal sealing alloys should be freed. As to the choice of the exclusion
formula, the German Delegation were not yet able to adopt a final position;
they were prepared however to recomr..i nd to their authorities the acceptance
of a text agreed to by all other Delegations.
3. The BELGIAN Delegate said that he was now able to give a firm agreement
to the principle of a Note excluding glass to metal sealing alloys. The
Belgian authorities, while ready to accept any of the toxts proposed, had a
slight preference for the Chairman's wordin;;.
4. The UNITED KINGDOh Delegate stated that his authorities continued
to prefer the text they bad themselves proposed. They would however be
able to accept the wording proposed by the United States Delegation, although
in their view the words "or alloy stools" should be deleted, since the whole
of Item 1635 dealt with alloy steels c.ontai:zing 50% or more iron. Nevertheless,
if unanimity was obtainable on the United States proposal as worded at present,
the United Kingdom Delegation would not oppose its adoption. At the same time
they wished to emphasiso,that this acceptanco would in no way prejudice their
position that the words "alloy steels" should be inserted in the general
heading of Item 1635 rather than in one of its sub-paragraphs.
5. The Delegate stressed furthermore that it would be necessary to provide
a corollary note to Item 1661(b), since otherwise a glass to metal sealing
alloy containing iron and nickel but not containing cobalt would risk embargo
under the definition of Item 1661. Lastly, the Delegate explained that,
rather than drafting Notes, his Delegation would prefer the Committee to
add a paragraph (iii) under sub-item 1635(a)(2) and a paragraph (v) under
sub-item 1661(b) in order to exclude the alloys in question.
6. The NETHERLANDS Delegate stated that, although preferring the formula
suggested by the Chairman, his Delegation wore prepared to agree to any text
acceptable to the majority.

7. The CANADIAN Delegate stated that his Delegation were in favour of any
proposal intandod to clarify the meaning of Item 1635. The Canadian Delegation
would prefer to see the United Kingdom wording adopted; they would be able,
however, to accept the text proposed by the Chairman or that put forward by the
United States Delegation.
8. The IT.LIAN Delegate stated that he had not yet received final
instructions on this question. He could therefore only agree ad referendum
to whatever wording seemed likely to secure the agreement of the majority,
while preferring that suggested by the Chairman.
9. The JAPANESE Delegate stated that his authorities had no firm views on
this matter and the Japanese Delegation would join the majority.
10. The UNITED STATES Delegate noted that all Member Governments seemed
to be in agreement that there were glass to metal sealing alloys containing
more than 6% cobalt, which, although non-strategic, were at present covered
under Item 1635(a)(2). The problem was to find a formula satisfactory to all
Participating Countries, for the exclusion of there sealing alloys. His
authorities had given further careful consideration to this matter, including
the other proposals referred to by the Chairman; they had reached the
conclusion that adoption of the formula previously recommended by the United
States Delegation (paragraph 39 COC OM Document 3716.35/6) would be the simplest
and most effective means of accomplishing what the French and other Delegations
were socking. Accordingly, he once again urged the adoption of the United
States proposal. He had boon further authorized to concur in the United
Kingdom proposal (paragraph Il, C000M Document 3716.35/6) for a corollary
note to Item 1661(b). The United States authorities considered that this
solution would permit the exclusion from the embargo of all types of non-
strategic glass to metal sealing alloys or metals. In reply to the United
Kingdom Delegate's suggestion as to dolot:Lon of the words "or alloy stools",
the Delegate explained that those words had boon introduced by the French
Delegation and that his own Dolo a?,a_on would be ready to delete them if this
wore acceptable to the French Delegation and to the other members of the
Commit tE? e
11. The FRENCH Delegate stated that his Delegation had a decided preference
for the text proposed by the Chairman, which they considered clear and complete.
As, however, there now appeared to be a tendency in favoa7' of the United
Status proposal complemented by the United Kingdom proposal regarding Item
1661, the French Delegation would be ready to accept this solution; they
nevertheless hoped for the retention of the words "or alloy stools".
12. The CHAIP11AN noted that, with the exception of the Italian Delegation,
whose agreement needed confirmation, and the German Delegation, who had
undertaken to recommend to their authorities the wording to which the majority
agreed, the Committee as a whole had now agreed to adopt the exclusion formula
proposed by the United States Delegation for Item 1635, together with that
proposed by the United Kingdom Delegation for Item 1661. In conclusion, he
invited Delegates to state their views on the United Kingdom Delegation's last
suggestion that the agreed exclusion texts should be embadied in the definition
itself in both cases.
13. After a brief exchange of views, the COMMITTEE agreed to this last
suggestion and, subject to confirmation from the German and Italian
Delegations, agreed to add to Items 1635 and 1661 the two new paragraphs
set out below:
1635 a1L2,(iii~; "Glass to metal sealing alloys or alloy steels containing
20'16 or less cobalt."
1661 b (v): "Glass to metal sealing alloys containing up to 5% nickel."

14. On the 23rd Juno, the ITALIAN Delegate confirmed his Government's
agreement to the amendments stet out in paragraph 13 above.
15. The GERMAN Delegate stated that he could accept the amendment
proposed for Item 1635. He was only able however to agree ad referendum
to the proposal concerning Item 1661.
16. The CO1VII ITTEE agreed to await Gbrmasn Delegawe!?s final answer as
to Item 1661 before issu:i.ng an Amendment to the International Lists setting
out the two changes shown in paragraph 13 above.
