Concerning
GERMAN PROPOSAL TO REDEFINE ITEM 1562

1. The United States has studied the German proposal for the re-
definition of Item 1562 and finds that it would decontrol some foil and
wet-sintered electrolytic capacitors. Since in the United States the
military uses 95 percent of all tantalum capacitors except those of
wire or wendel type, the United States cannot accept the German proposal.,
and presents the following for the consideration of the Committee:
"Tantalum electrolytic capacitors, n.e.s., except
wire (or wondel) typos."
20 In addition., the United States proposes that the residual coverage
be placed on the Watch List as follows:
"Tantalum electrolytic capacitors: wire (or wondel)
typos , sl
Five percent of the production of those capacitors goes directly into
military uses; an additional 5 percent goes indirectly to military purposes;
and they are under a continuing military development. For those reasons
the United States wishes to keep wire or wondel type capacitors under
surveillance,
