1. The CHAIRMAN invited views of Delegations on the new definition
of Item 1648(b) proposed by the German Delegation on the 9th April (para-
graph 3 of Second Addendum to 00001 Document No. 3416.43/3).
2. The proposed change met with unanimous approval.
3. The CHAIRMAN then invited views on the alternative texts for
Item 1648(c) sot out in the footnote to page 4 of COCOM Document No.
3416.48/3.
4. The GEMAAN Delegate stated that his authorities could accopt
the wording "Scrap forms of the metal and alloys covered under (b) above"
as proposed by the United Kingdom and United States Delegations.
5. All other Delegations also accepted this wording.
6. The COMMITTEE agreed that, unless one of the Member Governments
raised an objection before the 1st May, the definition of Item 1648 would be
changed as from that date to road as follows:
I~L8 Cobalt, as follows:
(a) Raw materials, including White Alloys and Red Alloys;
(Soo Interpretative Note No. 6.)
(b) Cobalt metal and cobalt-bearing alloys (other than
alloys covered by Items 1631 and 1635), containing:
(1) 50% or more cobalt; or
(2) 19% or more cobalt and 14% or.moro chromium and
loss than 1% carbon; or
(3) 19% or more cobalt and 14% or more chromium and
3% or more molybdenum;
(NOTE: Governments may permit as administrative
exceptions exports of small quantri.tics of dental
alloys and small quantities of narrow strips for
watch springs. Such shipments should be reported
in the monthly statistics.)
(c) Scrap forms of the metal and alloys covered under
(b) above.
