References: COCOM 3416.00/4, 3416.35/1 - 12. The Canadian Delegate informed the Committee that his authorities had carefully studied the points contained in the United States memorandum (COCOM 3416.35/9) but they were not prepared to change their acceptance of the United Kingdom redefinition proposal. In the light of previous discussions of this item they believed that the United Kingdom proposal provided reasonable safe- guards and represented the thinking of the majority of Member Countries. The Canadian authorities were prepared to examine any specific redefinition proposals the United States might put forward but they hoped that the discussions would not be prplonged interminabl r and that agreement on a more satisfactory definition than that contained in COCOM 3300 would soon be reached. They would be prepared to accept a modification of the definition proposed by the United Kingdom which would have the effect of treating the presence of carbon on the same basis as silicon and manganese as suggested by the United States in paragraph 4 of COCOM 3416.35/9.
