1. The CH.LIR ' asked Delegations whether they were now in a posi-
tion to add anything to the discussion recorded on pages 14 and 15 of COCOM
Document No. 3416.00/2.
2. The UNITED STLTES Delegate, referring to paragraph 85 of that
document, reminded the Committee of his Delegation's proposal that a new sub--
item be added to Item 1635 in order to cover scrap forms of the alloys under
embargo therein. He pointed out that scrap of this sort was normally segre-
gated, and commanded a higher price than unsegregated scrap containing alloy
steel. The export of completely or substantially segregated scrap of alloy
steels covered by Item 1635 would be tantamount to exporting the alloys
themselves. He would be grilling to confine the definition of the now sub-
item to "completely or substantially segregated scrap".
3. The GERIAN Delegate said he would welcome a United States Memo-
randum setting out the justification for this proposal on the basis of the
agreed criteria.
4. The UNITED KINGDOM Delegate reiterated that his authorities held
that Item 1635 covered only alloy steels, possibly with the addition of the
words "containing 50a or more of iron". He did not suppose that scrap from
any sub-item of Item 1635 merited embargo. Scrap iron and steel, previously
embargoed under Item 1630, had boon deleted from the Lists in the review of
1958: the United Kingdom authorities were not prepared to see the item
reinstated.
5. It was JiGREED that discussion on Item 1635 would be resumed on
the 26th February.
