COCOM Document No. 3700.6B COORDINATING COMIIITTEE ME?CQRANDUM BY THE ITALIAN DELEGATION PROPOSALS CONCERNING THE LIST REVIEW - 1959 The Italian Delegation have the honour to submit hereunder their proposals in view of the cor,ing review of the International Lists: Redefinition tea 130 Item 1525 Partial redefini- 1; I atom 126 Partial redefini- tion Item 1601 (part Redefinition can rel.sonably be considered that there exist special types for their technical characteristics. Furthermore, the elimination of the greater part of bearings, without a minirauia diat:ie ter lii:iit, removes the principal reason for the retention of the embargo. Grinding heads and spindle assemblies (consisting of spindles and bearings as a minimal assembly) designed or rued for opcraticn vt speeds in excess of 130;000 r.p.m. and alichineo specially designed for the utilisation of such grinding heads. This speed liiiit would exclude typos in normal production and industrial use. It is only above this limit th t 't (See C000IvI Document 3413.052, paragraph 3, which sets out the position of the Italian authorities.) ( The Italian Delegation reserve the right to propose for ( Items 1525 - 1526 a new part-definition based on the progress achieved in the electronic field by civilian industry. Tapered roller, spherical roller and thrust roller bea- rings, with bore diamete:ccs above 500 mm. (19.685 inches). The limit of 400 mm. on which agreement was reached during the 1953 list review was the result of a compromise; thus it was not fixed on the: 'basis of specific reference data concerning the precise use of the large-diameter bearings in military equipment (in particular on war ships or tanks). wide use is possible in the civilian field by the applica- tion of wide-diameter bearin .s on lif tinge or drilling ma- chines and on iaachine-tools (vortical lathes). Technical enquiries as to the utilisation of these types of bearings in the military field reveal that as a conse- quence of the ever-increasing use of multiple arms, the corresponding turret-heu,.,s v'perate on bearings of a hither diameter than 500 mm. As to the bearings which would bb excluded from the embargo in cunsequence of the proposed redefinition (i.e. bearings having a diameter of 400 to 500 mm.), one might envisage the inclusion of a restrictive note similar to part (a)(4) of the same item: "special bearings for military applicatiins which differ substantially in design frolic norual bearings to ensure superior operating characteristics".
