Since colemanite was a mineral which was rarely imported into Germany, his authorities had made a special check on the proposed transaction and had been able to find out that the shipment was to have been diverted to the Soviet occupied Zone of Germany. They had therefore refused to issue an Import Certificate. They felt that this case indicated that the Soviet Bloc were trying hard to obtain boron since the recent diversion case referred to in COCO1 3468 had failed. In conclusion, the Delegate urged that all Aiember Dountries should exercise great care before issuing Import Certificates for boron minerals.
