The CHAIRMAN drew the attention of the Committee to a Memorandum
submitted by the French Delegation (COCOM 3641) concerning the export to Poland
of electronic tubes (COCOM 3502). Recalling that this case had already been
discussed in the Committee (see COCOM 3536, 3545 and 3563), he invited the
Delegates to give the views of their Governments on this request.
2. The GERMAN, ITALIAN and NETHERLANDS Delegates said that their
Governments raised no objection to this export.
3. The UNITED KINGDOM Delegate said that, in spite of the various
changes in the end-use of these electronic valves, his authorities saw no
objection to the export of the valves on the understanding that they would be
used in marine radars only, They did not consider that there was any special
know-how in the tubes and the quantity of spares appeared to be reasonable.
4. The JAPANESE Delegate said that his Government raised no objection
to this export.
5. The UNITED STATES Delegate said that according to the information
'resulting from the Registry of Polish Ships of September 1958, 33 Polish ships
only were equipped with radar. The order placed by Poland with the French
company, nowever, would make it possible to equip 50 ships. The United States
authorities would therefore be grateful if the various Member Governments could
state what number of marine radars they had supplied to Poland, either separa-
tely or already installed on ships, so that this figure ,night be taken into,,...
consideration by the French authorities. The Delegate added that his Govern-
ment raised no-objection to the French export but they hoped that, should the
information obtained show that the order was in excess of the real requirements
of the Polish fleet, the French authorities would be prepared to modify the
export license accordingly.
6. The FRENC}I Delegate thanked those delegations who had expressed
their views. He said that he would forward to his authorities the comments
made by his United States colleague and gave the latter the assurance that if
his hypothesis proved to be correct, the French Government would not fail to
revise the proposed transaction.
