ON
A FRENCH PROPOSAL TO EXPORT ELECTRONIC VALVES TO

Netherlands, United Kingdom, United States.

1. The CIHAIPL?AN invited the Committee's attention to the French
Delegation's submission concerning an export of electronic valves to Poland.
He asked Delegates to make known their Governments' views on this request.
2. Before the discussion opened, the Fi4Ei'?CII Delegate informed the
Committee of the replies he had given on a bilateral basis to certain Delega-
tions who had asked for morn details regarding this oxport. The French
Delegate stated first of x11 that his Government had received from the Polish
authorities the usual guarantees a ?ainst ro-oxportation. Certain Delegations
having boon concerned to know whether the material intended for Poland should
be considered as "airborne equipment" or as "ground equipment", the Delegate
confirmed that the material involved would be installed as airborne equipment.
Lastly, as to the number of valves to be exported, the Delegate stated that
this corresponded to the equipment for 30 transport aircraft in service for
one year, counting 5 valves of each category per sot of apparatus (one in
service, 4 in reserve). The Delegate hoped that those particulars, taken in
conjunction with the special policy -applied to Poland, would enable the
Committee to give a favourablo reply to his Government's request.
3. The ITALILN atnd JAPANESE Delegates stated that their Governments
had no objection to this export.
4. The NL+'T.IIERLA DS Delegate stG.tod that his Govornricnt had asked for
further particulars regarding this shipr.iont. He assured that the details
which the French Dologate had just supplied would enable his Government to
reach a decision z rithout delay.
5. The UNITED STI.TES Delegate stated that his Delcgction had put a
number of questions to the French Dclescato bilaterally. As the French
Delegation's replies had only roachoc1 the United States Delegation on the
previous day, the Delegate did not know as yet to what extent those would in-
fluence his authorities' decision. The latter had considered that the French
.Zemorandu;_-, was not quite clear as to the exact use of the valves ordered by
Poland. The United States Delegate took note of the Pronch Delogato's state-
i:iont to the effect that those valves would be fitted into airborne equipment
and not ground equipment. The Dologato added that his Government considered
that neither the number of aircrcft nor the number of airfields in use in
Poland would scorn to justify the nuribor of valves ordered, which appeared
excessive for purely civilian needs. The Delegate concluded by stating that
he hoped to receive his Govcrnr,ont's reply in the course of the following
wook and would immediately transrit it to the French Delegation.

6. The UNITED KINGDOM Delegate pointed out that Polish civil aircraft
were rather old-fashioned and that their airborne equipment was not very up
to date either. Considering the value of those valves, it seemed uneconomic
for the Poles to equip their aircraft with such modern apparatus. The United
Kingdom Delegate would like to have some more specific information about the
end-use, such as the typo of apparatus for which the valves wore required and
also the typos of aircraft into which they were to be fitted.
7- The FRENCH Delegate stated that he was unable to answer the United
Kingdom Delegate's question as to the typo of aircraft into which these valves
were to be fitted. He would nevertheless lot his United Kingdom colloague
have the maximum information obtainable.
8. The BELGL N Delegate skated that his Government would join the
majority.
9. The (ELAN Delegate stated that his Delegation had asked the
French Delegation bilaterally for additional details regarding this contem-
plated export. The German Delegation had forwarded the French Delegation's
replies to Bonn and wore awaiting their Government's instructions.
10. The DJNISH Delegate stated that his Government had no objection to
the request submitted by the French Delegation.
11. At the request of some Delegations, the FRENCH Delegate informed
the Committee that the questions put by the Gem-,in Delegation had been the
following:
(1) On what typo of apparatus wore those valves to be fitted:
airborne apparatus or ground apparatus ?
(2) Was such apparatus under embargo ?
(3) What number of valves was intended for each set of apparatus
and how many sets of apparatus wore there on each aircraft ?
12. The FRENCH Delegate having no objection to the postponement of the
discussion until the 25th !ay, it was AGREED that on that ,late the Committee
would hear those Delegations who were at present uninstructed.
