Approved For Releases 999/09/16 : CIA-RDP62-0064710100180066-1 COCOM Document No. 353!= May 14;'1959 1 G+. `COORDINATING COMMTTEE MEMORANDUM FROM THE UNITED STATES DELEGATION ON AMENDMENT OF UNITED STATES MUNITIONS LIST The United States delegation submits the following information as a matter of interest to Participating Countries: 1. Effective June 1, 1959, the United States Munitions List will be amended to the extent that civil aircraft and non-military aircraft parts and components, including general purpose parts and related electronic commodities, will be re- moved from categories 10 and 11. Simultaneously, the United States Department of Commerce will take over from the Department of State the responsibility of con- trolling exports of these items under the United States Export Control Act of 1949. 2. In connection with the foregoing action, it may be noted that: a) Import controls are being dropped on such items where the export licensing responsibility has been transferred from the Department of State to the Department of Commerce. The Department of Commerce Field Offices will be authorized to certify United States Import Certificates, for such items transferred' as part of the International IC/DV procedure. b) Effective July 16, 1959, the Department of Commerce will require normal documentation in support of export licenses for such items. This includes Import Certificates and consignee/purchaser statements. Swiss Blue Certificates will be required effective June 1, 1959. c) Licensing control over unclassified technical data is included in the transfer. d) Outstanding Department of State licenses for commodities subject to the transfer will remain valid until the exportation is completed or the license has expired.
