AN ATTEMPTED DIVERSION OF BORACITE TO THE SOVIET BLOC

Present: Belgium (Luxembourg), Canada, France, Germany, Italy, Japan,
Netherlands, Norway, Turkey, United Kingdom, United States.
1. The UNITED STATES Delegate informed the Committee that his authorities
would be submitting a small number of attempted diversion cases for discussion
at the forthcoming meeting of the export controls sub-committee in Rome, and
he hoped that details of those cases would be submitted in time to give other
Delegations adequate opportunity for studying thorn. The United States Delegate
suggested that other Member Countries givd. consideration to bizbmittin to the
Committee diversion cases which they might consider should be usefully studied
by the Committee and suggested that any such cases also be submitted in time
to permit their advance study by Committee Members. The Delegate continued that
a very important attempt to divert more than 6,000 tons of boracito to the
Soviet Bloc had recently come to the attention of his authorities. The country
producing the material in question, the country issuing the import, licenco, the
country in which the consignee was resident and the country in which the vessel
carrying the material was registered wore all Members of the Committee. The
vessel concerned was now known to he on the high seas and overy effort would be
made to try to stop the consignment from reaching the Soviet Bloc. The Delegate
felt that this might well be an important case which would merit very thorough
study at the export controls sub-committee meeting.
2, The TURKISH Delegate stated that his authorities had authorisod the
export of 6,700 tons of boracito to Greece against an import certificate
(No. 1225) issued by the Bank of Greode. His authorities had sinco boon
informed that this shipment was not discharged in a Greek port but was on
its tray to a port in the Soviet Bloc. In copporation with the Groek, United
Kingdom and United States Governments his authorities wore trying to get the
ship to return to a Greek or United Kingdom port and it was hoped that the
attempted diversion would be prevented.
