MEMORANDUM BY TUE UNITED STATUS DELECTATION
Concerning
EXPORT OF 1 RIC ILOROTRIFLUOFLO_ETII!iNE TO THE USSR
1. The United States authorities have been requested to approve the
export to the Ministry of Health, USSR, of 20 pounds of trichloro-
trifluoroethane (AE-17) valued at r50.
2. Trichlorotrifluoroethane, also known as Genetron 113, has important
strategic uses, of course, but it is also very useful in biological re-
search, as the United States has itself found. It is the most efficient
agent for the quick freezing of cells in tissue culture techniques.
Information received from representatives of the United States firm
requesting the export authorization, who have visited Soviet medical
installations, tends to confirm that the trichlorotrifluoroethane will
be used for cancer research. The small quantity involved is appropriate
to such use Ond makes the proposed export of minimal strategic importance,

basis, and hopes for early views from the other delegations.
