Reference: COCOM Document.4150. 1. The CHAIRMAN drew the Committeo's attention to the United Kingdom Memorandum (COCOM Document 4150) regarding a proposed export of telecommunications equipment, covered by Item 152 and valued at 0 700,000, for use in a system linking Helsinki in Finland with Viipuri in the U.S.S.R. He invited Delegates to express their Governments' views. 2. The UNI STATES Delegate stated that, as his authorities needed more time to study this complicated question, he had requested, and obtained, his United Kingdom colleague's consent to give the views of the United States authorities on the 20th October. 3o The ITALIAN Delegate stated that his authorities had no objection to the proposed export. They had taken into consideration the circumstance that only 25% of the equipment would be delivered to U.S.S.R., as 75% would be installed Finnish territory, and also the fact that the equipment did not include the most modern technical developments and was not transistorised. 4. The NETHERLANDS Delegate stated that in his authoritiest opinion the criteria of the Note to Item 1523 had been met. There was also an analogy with the criteria given in COC0M Document 3715.20/3. Therefore the Netherlands authorities raised no o bjectien to the proposed export. 5. The BELGIAN, FRENCH, GERMAN and NORWEGIAN Delegates stated that their authorities raised no objection to the export envisaged. 6. The UNITED KINGDOM Delegate thanked. those Delegations who had been able to record no objection and confirmed his agreement to wait until the 20th October to hear the final views of the United States Government.
