PROPOSED FRENCH EXPORT OF ELECTRICAL INERUPNTS TO POLAND

1. The UNITED STATES Delegate referred to the Memorandum submitted by the
French Delegation concerning a proposed export to Poland of electrical instruments
covered by Item 1529 (COCOM 4121) and stated that he had been instructed to raise
an objection to this proposal. The United States authorities considered the
equipment concerned to be inappropriate for the end-use stated: to be used with
the hyperfrequoncy measuring equipment supplied to the Warsaw Polytechnic
College as authorized by the Committee and reported in COCOM Documents 3655
and 3720. The United States technical exports were of the opinion that there
was no correlation between instruments operating in the 1000 to 2500 megacycles
frequency range and those covered by the current French request which indicated
an operating range of 26,500 to 40,000 megacycles. Furthermore, according to
the United States exports the equipments were not connectible.
2. The FRENCH Delegate took note of the objection raised by the United
States Delegation, which he would transmit to the competent French authorities.
