References: COCOM Document 3234. The Delegate stated that he had been instructed to inform the Committee of a change in the Customs regulations affecting exportations from the United Kingdom, which was to be announced on or about September 15 and would be introduced on October 1. The Committee would recall from COCOM Docu- ment 3234 that since October 1, 1958, the need for pre-entry (i.e. lodgment of Customs entry before goods are shipped) had been waived, subject to certain exceptions, for exportations to countries outside the Sterling Area in cases where the value of the consignment did not exceed # 500. From October 1, 1960, the value limit for this waiver would be increased to - 2,000. Goods subject to export control, however, including those on the Strategic Embargo Lists, were specifically excluded from the relaxation., and in those cases the existing requirements as to pre-entry would continue to apply, irrespective of the value.
