Approved For Release : CIA-RDP62-00647A000100220095-4 So 29th July, 1960 COCOM Document 4108 COORDINATING COMMITTEE RECORD OF DISCUSSION ON PROPOSED UNITED KINGDOM EXPORT OF SILICON CRYSTAL RECTIFIERS TO POLAND 28th July, 1960 Present: Belgium (Luxembourg), danada, Denmark, Franco, Germany, Italy, Japan, United Kingdom, United States. Reference: 0000M Document 4075. 1. The CHAIRMAN drew the Committee's attention to a Memorandum from the United Kingdom Delegation (COCOM 4075) concerning the export to Poland of 530 Silicon Crystal Rectifiers Type CS 2-A valued at $835 and covered by the definition of Item 1544. He invited Delegates to express their Governments' views. 2. The CANADIAN, ITALIAN and JAPANESE Delegates stated that their authorities had no objection to this export, 3. The GERMAN Delegate said that his Government had no objection in view of the country of destination. 4. The DANISH Delegate said that his authorities would raise no objection in consideration of the value and of the destination involved. 5. The UNITED STATES nelegco said that his authorities had carefully studied the United Kingdom proposal and the information contained in 0000M 4075. In the absence of technical specifications in the United Kingdom submission, the United States authorities had boon compelled to rely upon other available data. These indicated that the CS-2A diode manufactured by Associated Electrical Industries was a low noise microwave mixer diode tested at 3,000 Mc/s and for use up to 5,000 Mc/s. If these data wore correct, the diodes in question had capabilities far in excess of the requirements for their stated end-use. These diodes were widely used in radar equipment. Under these circumstances, the United States authorities would find it necessary to object to the proposed export. However, if the technical data available to the United States authorities describing these diodes was inaccurate, they would be prepared to reconsider their position if provided with full technical details. These should include the characteristics of the diode and the specific circuit function for the television wobbulator. 6. The UNITED KINGDOM Delegate thanked his United States colleague for his remarks and expressed appreciation of the favourable views given by other Delegations.
