ILLEGAL TRANSACTIONS, EXCHANr--E OF EXP ARIE NCE 1.) Illegal transactions with embargo goods to the Soviet bloc countries - known to German control authori- ties since 1.1.1959 - give evidence that the Soviet-bloc's special interest is concentrated on the delivery of the following goods (mentioned below in order of frequency of known transactions): a) electronic equipment b) cobalt and cobalt alloys o) borax and boron compounds d) tantalum e) titanium f) tungsten-wire 2.) The following countries are -as far as illegal transactions are concerned- especially involved: Switzerland, Sweden, Yugoslavia; Switzerland mainly as a purchasing and transit country where the diversion takes place. Sweden and Yugoslavia are often mentioned as fictive countries of destination, moreover in Sweden at several occasions goods have been diverted whereas this is rarely the case in Yugos- lavia. Spain and Finland have lost their importance as fictive countries of destination, until now there has been no evidence that diversions have taken place in these two countries. It is Egypt that has lately acquired a special significance as a fictive country of destination. The German authorities have noted that the number of falsified documents to prove the delivery of goods into the countries of destination, has increased considerably. This seems to demonstrate that the embargo control has reached an efficiency capable to prevent most of the intended illegal transactions, if the national authorities cannot be misled by falsified documents. The falsifications are of an excellent quality and can be identified only by further inquiries at the authorities stated to have issued the papers. Gaps within the control system have not been discovered but for those concerning transit transactions well 'known to the committee.
