Approved For Release 2000/08/23 : CIA-RDP62-00647A000200020037-9 E, 3 CONFIDENTIAL COCOM Docun nt No. 3962 Date: April 21, 1960 MEMORANDUM FROM THE UNITED STATES DELEGATION concerning HELICOFPERS FOR THE SOVIET UNION On December 17, 1959, the United States Delegate informed the Committee of the prospective sale by United States firms of three non- embargoed helicopters to the Soviet Union, noting that the prospective sale represented a special situation arising from special circumstances - the visit of Premier Khrushchev to the United States. The three helicopters comprised two Sikorsky models and one Vertol model, described in the statement made by the United States Delegate on December 17 (COCa'I Docu- ment No. 3833, December 22, 1959). The United States Delegate also mentioned to some other delegates that subsequent to the initial discussions on the basis of which-it was anticipated that three helicopters would be sold to the Soviet Union, the Soviets had indicated an interest in purchasing four helicopters rather than three, i.e. the two Sikorsky models and two of the Vertol models described in Document 3833. The United States Delegation has now been informed that the United States authorities have approved applications for the export to the Soviet Union of two Sikorsky and two Vertol helicopters,, of the types described in Document 3833. The information on the export license applications did not raise any question as to the permissibility of the transactions under COCOM agreements; the aircraft are not covered by either Munitions List Item 10 or List I Item 1460. As stated in Document 3833, approval of those exports in no way reflects any change in United States policy with respect to the export of aviation equipment to the Soviet Union.
