The C AIr2,WT recalled that, paving noted the discrepancies which existed between the English and French versions of Item 13 on the Atomic Energy List, the Committee was to decide that day which version they wished to adopt. He invited delegations to study the iuiemorandum submitted by the United States Delegation (COCOA 3949), and noted that the definition proposed in paragraph 3. of this document was, except for a few slight changes, exactly the same as the English version of the definition at present appoarinC in the Lists, and set out in paragraph 2 of COCOM Doc. 3',2"27- 2. The UNITED KINGDOM Del -ate stated that his authorities held the view that the definition of Item 13, as it appc;arud at present in the French Lists, nad little mealir.,r, and that they believed that the French text should be a literal translation of the English text as set out in paragraph 3 of COCOt Doc. 3949. 3. The FitENCH Delegate reminded nis United Kin om colleague that his Delegation had already, on the 17th arena indicates that the competent French authorities wer- ready to accept tnc Definition proposed by the United States Delegation. The French Delegation therefore had no objection to the definition appearing; in para,. raph 3 of the Unite? States Memorandum (COCOM Doo. 3949). 4. The UNITED STLTES D;lcgate referred to the changes which the competent United States authorities has made in the text of the definition of Item 13. These changes afccted the form and not the substance of the defini- tion. The words "compose? of" ha" been replace' by the word "containing", which corresponded better to the intent of the definition and, in addition and for the sake of cl.rity, the item now included two sub-items (a) and (b) linked by the wor:]. "or". Tne only substantial change related.to magnesium oxi,'e, but this had begin propose. earlier by the French Delegation and agreed by the Committee (See paragraph 10 of C000M Doc. 3927). 5? The GER.ui.6N Dole, ate stated that the instructions he had received confirmed the correctness of the Ehgiish version as against the French one, i.e. that the word "oxide" should be included after the words "beryllium" and "zirconium", and that the fi ire of 97 'Of in sub-iter., (b) of Item 13 should be deleted.
