Approved For Release 2000/08/23 : CIA-RDP62-00647A000200020052-2 54 CONFIDENTIAL April 6th, 1960 COCOM Document No. 3947 COORDINATING COMMITTEE MEMORANDUM-BY TO NNT LANDS DELEGATION MRPORT OF NICKEL ALLOYS AND TUNGSTEN WIRE TO POLAND The Netherlands Authorities have received an application for a licence for the export to Poland of: Item 1661 : 340 kg ferro-chromium -nickel-alloy tape containing 47% nickel, value $2050; it " : 18.5 kg nickel iron alloy rod containing 50% nickel, value 6750; Item 1?68 : 53.5 kg tungsten wire of a total value of $1560, according to the following specifications: - 2 kg of a diameter of 70 microns and a tensile strength of 70-85 grams per milligram per 200mm, " " - 3.5 kg of a diameter of 150 microns and a tensile strength of 70-80 grams per milligram per 200 mm, n n _ 12.5 kg of a~diameter_of 200 microns and a tensile strength of 65-75 grams per milligram per 200 mm, " " - 35.5 kg of a diameter of 650 microns and a tensile strength of 50 grams per milligram per 200 mm. These semi-products aid raw materials are required for the manufacture of television valves, only suitable for use in domestic television receiver sets, for which the machinery was delivered by the Netherlands industry. No objection was raised to the export of the machinery and previous delivery of semi-products and raw materials (COCOM Documents 2294 of 27th September 1956 and 2511 of 7th June 1957). In the contracts with the Polish factory, a former subsidiary of the Netherlands firm which delivered the machinery, it was understood that semi-products and raw materials would be delivered if required, subject of course to approval by the Authorities. The Netherlands Authorities are convinced of the innocuous end-use of these semi-products and raw materials. As the usual assurances against re-export have been received, the Netherlands Authorities, in view of the special policy towards Poland, would appreciate receiving the views of participating Governments at the earliest opportunity.
