The UNITED STATES Delegate stated that his Delegation had, on the 14th March, informed both the French Delegation and the Secretariat that the United States authorities had found it necessary to raise objection to this proposal. He explained that the reasons for this objection were set out in the memorandum submitted by his Delegation (COCOM Doc. 3920). 2. The UNITED KINGDOM Delegate stated that his authorities had also informed the French Delegation cn the 14th March that they objected to this export. The United Kingdom authorities had noted that in general the crystal diodes which France was proposing to export to Poland were superior in quality and technology to the crystal diodes normally used in short-wave radio and television sets. The Delegate further added that the French Delegation had been unable to provide the United Kingdom authorities with the information they had requested as to the end-use of these crystal diodes and transistors. If, however, the French Delegation were able to procure this information, the United Kingdom authorities would undertake a fresh examination of the matter. 3. The NETHERLANDS Delegate stated that for reasons similar to those advanced by the United Kingdom and United States Delegations, the Netherlands authorities had found it necessary to raise objection to this proposal. 4. The FRENCH Delegate first thanked the delegations who had not raised objection to the French proposal. He then thanked the United Kingdom, United States and Netherlands Delegations for informing him of their Governments' objections before the expiry of the appointed period. He recalled, however, that the non-strategic end-use for which these crystals were intended (radio and television) had been clearly stated in the introductory memorandum. He would endeavour to provide these Delegations with additional information at a future meeting, and hoped to convince them that, despite their quality, these crystals were intended for purely civilian use.
