E; BARGOED GOODS TO NON-MEMBER COUNTRIES IN THE FREE WORLD
18th February 1960
Present: Belgium(Luxembourg), Denmark, France, Germany, Italy, Netherlands,
United Kingdom, United States.
1. The GER,rXT Delegate drew the attention of the Committee to a pro-
blem facing the German licensing authorities. It concerned the export of
equipment for the manufacture of embargoed goods to certain non-Member Countries
in the Free World. The question was whether they should and could ask for an
assurance that the goods would not be exported to the Soviet Bloc. The prima
facie view of his authorities was that it would be desirable to obtain such an
assurance and they wondered if any other member Countries had been confronted
with a similar problem. They would be grateful for the views of the Committee
as to how they might approach this matter.
2. The UNITED STATES Delegate commented that it would be very useful
for the Committee to discuss this interesting problem.
3. The CO UITTEE agreed to hear the views of Governments on this
point on March 17th-
