TO THE SOVIET ZONE OF GERMANY
Decomber 15th and 17th. 1959

1. The UNITED KINGDOM Delegate referred to his authorities: proposal
to export Klystrons to service equipment previously supplied to the
television service in the Soviet Zone of Germany (COCOM 3759) and to
the subsequent discussion in the Committee at which the German and
United States Delegates had stated that they did not consider this
export justified (COCOM 3795). His authorities now wished to submit
a new request for the export of 10 receiver Klystrons of type
KS 7/85A, worth $850, which matched the transmitter Klystrons authorised
for export in July (C000M 3602). The United Kingdom authorities hoped
that the two Dolegationa that had raised objections to the earlier export
would be able to give their agreement to this modified request as soon
as possible.
2. The GERMAN Delegate stated that his authorities raised no objection
to this specific request.
3. The UNITED STATES Delegate undertook to refer the United Kingdom
proposal to his authorities and to inform the United Kingdom Delegation
and the Committee as soon as he had received instructions.
4. On December 17th the UNITED STATES Delegate informed the Committee
that his authorities could not agree to the export of embargoed equipment
to service other embargoed equipment.
5. The UNITED KINGDOM Delegate expressed his thanks to the Delegations
who had given their support to this r& nest. He stated that he was dis-
appointed by the United States answer. Referring to the question of principle
mentioned by his United States colleague, he said that his authorities had
emphasised when submitting the case that they were in no way seeking to
create a precedent but that there were special circumstances which rendered
their position embarassing. They fully recognised that this case was not
covered by the servicing procedure. In conclusion, the Delegate reserved the
right to refer to this matter again at a later date.
6. The UNITED STATES Delegate replied that the points that had just been
made by the United Kingdom Delegate were already clear to his authorities when
they reached their decision. He said that he would nevertheless report
the present discussion back to Washington.
