MEMORANDUM BY THE FRENCH DELEGATION
PROCEDURE FOR MINIMUM SHIPMETTTS
In paragraph 12(b) of COCOM Document No. 3620, it is stated that
if no objection has been raised within 18 calendar days from the date at which
an exception request involving an export exceeding 9,150 in value is submitted,
the Government concerned is free to proceed with the export without discussion
in the Committee.
There is thus no record of the position taken by the Committee
if no discussion has taken place.
In order to remedy this state of affairs, the French Delegation
propose that the summary published immediately after the expiry of the agreed
time-limit should make mention of the fact that no objections have been raised.
