1. The CHAIRMAN drew the attention of the Committee to the German request
to export a set of bearings for a floating crane to Hungary (COCOM 3737).
This replaced an earlier German request (0000M 3590) but was in addition to
an Italian request for similar bearings (COCOM 3538) which had been approved
by the Committee. He invited Delegates to give the views of their authorities.
2. The UNITED STATES Delegate said that his authorities had at first
thought that some of the data in the German memorandum did not tally with
other details in that the published specifications of the type numbers
indicated in the German memorandum gave an inner diameter of 240 mm. and
an outer diameter of 440 mm., in which case the bearings were not embargoed.
If, on the other hand, the inner diameter of the three bearings was 440 mm.
as stated in the German memorandum it would seem that the type numbers were
incorrect. The German Delegation had given an assurance that the specifications
were correctly given in their memorandum and were consistent with the previous
case they had submitted to the Committee. The United States authorities
would be grateful for extra time in which to study the question further.
3. There were no objections from the other Members of the Committee.
4. The GERMAN Delegate expressed his thanks to the Committee for the
views that bad been given. Referring to the statement made by his United
States colleague, he said that his authorities had confirmed that the
inner diameter of the three bearings was 440 mm. and the outer diameter
780 mm, thus there was no doubt that the bearings were embargoed. The
bearings of type number 69 488 were the same as in the previous German
request and also in the Italian request; on both occasions the United
States authorities had found no difficulty in considering the case.
Finally the Delegate said that he looked forward to hearing the final
views of the United States authorities as soon as possible.
