MEMORANDUM FROM THE UNITED STATES DELEGATION
concerning
EXPORT OF COBALT OXIDE (Item 1720) TO POLAND
The United States authorities have instructed the United States
Delegation to seek the views of the other member governments on the
export by the United States to Poland of 5 metric tons of black cobalt
oxide (Item 1720), valued at $15,099.90, for use in the Polish ceramics
industry, more specifically for the manufacture of kitchen utensils.
The ceramics industry of Poland is operating on current deliveries
of cobalt oxide; there is no stockpile. The 5 metric tons that would be
provided under this exception would be insufficient to maintain the
current production level in the Polish ceramics industry to the end
of 1960.
The United States authorities consider that approval of this
exception is justified as reasonable and necessary for the Polish
civilian economy. The usual assurances against re-export have been
obtained. This proposal is submitted under the special Polish exception
policy.
