A BELGIAN PROPOSAL TO EXPORT ELECTRODES TO ROUMANIA
November 5th. 1 59

Netherlands, United Kingdom, United States.
Reference: COCOM Document No. 3735
1. The BELGIAN Delegate recalled that his authorities had submitted a
memorandum (COCOM 3735) invit3 the Committee's opinion as to whether or
not certain electrodes were covered by the definition of Item 1661. In
case there should be no unanimity in the opinions received, the Belgian
authorities wished this case to be considered as an ad hoc exceptions
request and would be grateful to hear the views of Governments as soon as
possible. The Delegate added that the electrodes in question were worth
$36,000.
2. The UNITED STATES Delegate noted that there was a practical difficulty
in considering the Belgian memorandum as an exception proposal, in that the
memorandum did not provide information normally submitted with an exceptions
request, such as the end-use to which the electrodes would be put, and the
circumstances considered to justify an exception. If the United States
authorities considered that the electrodes in question were under embargo,
the Delegate reserved the right to put further questiorzto the Belgian
Delegation at a later date and to express definitive views on an exception
at a later date if necessary.
3. The COMMITTEE agreed to hear the views of Governments on November 16th.
