In November 1958 the German Delegation submitted in C0COM Document 3318 of November 27, an interesting; account about the attempted diversion of a four-wheel drive vehicle that was to be exhibited at a trade fair. The German memorandum drew sore conclusions from this case and in paragraph 10(b) made certain suggestions as to how such diversion attempts could be countered.
