Item 1635 The Sub-Committee were able to bonfirm the recommendation set
out on page 1 of COCOM Document dub-C.(58) 6, except as regards the
heading and parts (1)(b), (1)(c) and (1) (e). The discussion
relating to these parts, as well as that concerning pant (1)(d), is
summarised below.
Heading The United States Delegation maintained their reserve as set
out in the first paragraph on page 2 of COCOM Document Sub-C.(58) 6.
Part 1 b On the suggestion of the French Delegation, Deletes other
than the United States Delegate agreed to recommend to their
Governments the addition t, the definition of Part (1)(b) of a
Note reading:
"Governments may permit as administrative exceptions exports
of small quart ties of narrow strips for watch springs. Such
shipments should be reported in the monthly statistics."
On this point, the United States Delegation u,ndortook to report
the views of the oth:r Delegations.
Part (1) (o) The Sub-Committee agreed to recommend to the Coordinating
Committee that part (1)(c) of the definition should road:
(c) 1.5% or more niobium and/or tantalum; or .
Part (1)(d) As to part (1)(d) of the definition, the French Delegation
reiterated their arg merts in favour of excluding nickel-bearing
alloy steel containing Zap nickel and 25% chromium. It was not
possible to find a solution, and Delegations agreed to leave the
definition of this sub-it-m unchanged unless and until a new
proposal accompanied by detailed justification should be submitted
to the Committee. It was agreed that this text should become part
(2) of the definition.
Part (1)(o) The Sub-Committee agreed to recommend to the Coordinating
(shown as Committee that this definition should be changed to road:
Part (2)
in Doc. (3) Precipitation hardening stools, containing 50% or more
Sub-C.(58)6) iron and 4% or more mi-kol.
(See Interpretative Noe No. 4.)
Item 1648 The Sub-Committee were able to confirm the recommendation
sot out on page 2 of COCO,"J Document Sub-C.(58) 6 with regard to
Part a part (a) of the definition. The discussion relating to parts
(h), (c) and (d) is summarised below.
Part (b) The United Kingdom Delegation submitted the following
proposal for part b :
"(b) Ccba) t-bearing alloys, containing
(i) 50% or mor,.; co,)a, , or l9p or more cob..1t and
.136% or more c: h_?om:ium, and less than 1% carbon;
(ii) 19% or mor- cobalt, 14% or more chromium, and
3% or metro :.1i Ldonum."
The Delegation pointed out that the reference tbcarbon content in
(i) applied to both sections of that part of the definition.
In the opinion of he United Kingdom Delegation, the following
alloys, designated by their tradecbscriptions, would be caught
by this definition and were not caught elecwhore in the 1600 group:

The United Kingdom Delogr_.ticn furthermore suggested the addition
to this sub-item of a Nets roa :...a:
"Governments may pornit as administrative exceptions exports of
cobalt for dontal purpocea. Such shipments should be reported
in the monthly statiet?ics.~'
Thu United States Dolegatior, reverting to a proposal of theirs
sot out on page 3 of COCGM Document Sub--C,(58) 6, stated that they
had just received an instruction to reduce the figure of "19% or more
cobalt, etc." to I'll or mo i'.: cobalt and 14% or more chxmivm in
combination" . A lot of z?:i.: rani alloys was on its way to the
Delegation. On the other haJd, they wot.d at once report the now
United Kingdom suggestion to Washington in the hope of facilitating
speedy: agreement.
All Delegations undertook to submit those proposals to their
Governments.
Past c The United States Delegation p:'oposod that art c) of the
item be changed to read:
"Cobalt-beavirg scrap containing 6% or more cobalt, n.o.s.".
He explained that the following would be understood to be covered.
Cobalt metal scrap, cobalt based alloy scrap, bud other alloys.,
including alloy steel scrap, containing 6`, or more cobalt.
There was no support for these definitions from other Delegates.
It was felt that the proposal ran counter to degisions taken previo*
on this and other metal items, and, moreover, that its implementation
would involve very groat adr. r.iitrative difficulties. dill Dalogatihns
nevertheless undertook to rei? ,she Unit-ad States proposal to Choir
authorities in an ondoavou-- t-) f _nd a solution within the limits of

cobalt.
The united Mutates Dolcgat`ion proposed t change the definition
to read:
"(d) Compounds which in their hydrated form contain 20% or more
cobalt (ex-l&-in : (i) paint drtore, (ii) cobalt o;ega:Ae
artificial coiou ing matters; and (ii) other pain:;
pigments).
(NOTE: Paint driers, for this purpo^a, are regarded as
being products, or pvsparations of such produi ts,
containing combined cobalt with or without other
metals, produced in any way by reaction with one
or more of the following; linseed oil, linseed
oil fatty acids, colophony, tall oil, naphthenic
acids, 2-Ethyl-hexanoic acid.)"
The United Kingdom Delegation suggested modif j ing the French
proposal to road: "Compounds which contain 3C% or more cobalt
in their anhydrous form .... ".

The French Delegation, aftor having consulted their experts,
stated their readiness to accept the Unituod Kingdom modification
o^ their pronocal. The Gorman and Japanese Do]e gatiorBalso
accepted this toxt, and the Chai:cman asked the United States
De3 gation (who had reserved their position) to refer the matter
back to their Government in an endeavour to secure general
agreement.

Item 1654 The United States Delegation propcsed the addition of a
New part (b) second sub-ito~} to the &-fi?iition recommended in COCOM Document
Sub-C.(58)6. the now to,,-,t would read:

The United States Delegate t'ndertook to submit a memorandum
explaining his Go arnrent's pfi:iat of view on the embargoing of
scrap undortizis i{ o:n, as under some othora. In the meantime
he pointed out t":a the scrap forms of the alloys concerned were
used almost eclusivol;; is aircraft and thus met the requirements
of criterion (a). The t .i;od Kingdom and French Delegations
asked whotber it t as the U,-Atcd T` :rates Delegation's contention
that the alloy could be recon&U. Viter. d-.rest from the scrap forms.
The discussion was adjourned pending receipt of the United Status
memorandum.
Item 165 8 Tie Sub-Committee were able to confirm the recommendation set
out on page 2 of COCOAS Document Sub-C.(58) 6, with the insertion in
part (b) of the figure of 6V16,
As to part (b) of the o1.i do'i.nitior.., the United States
Delegation gave their agrc.,?^_?:m+, -to the transfer of I'AMolybdenum-
disulphide 86%":.t0 the category as 7te - 1743. The Sub-
Committee therefore agreed io recommend this transfer formally to
tho Coordinating Committee.
Item 1661 The Sub-Committee .iore able to con'ir.:n the recommendation on
Part (a) part ta) of this definition as set out on page 2 of 00001A
Document Sub-C.(58) 6.
Part (b) After studying the United Kingdom g oposel set out in
COCOM Document No. 3016.61/2, all Delegations save that of the
United States accepted the following te:-t for part (b):
"Nickel-based alloys containirg 32% or more of nickel and
1% or more of titkaniuri." .

While accepting this text, the Fronoh Delegation maintainod
their orn proposal, in COMM Document TTo, 3016:63/1, for the
exclusion of r.:ag:;otic metals no=: covered by ItDm 1631. With the
exception of On United States Delegation, wt:O rosor?od thoir
position, the Sib-Corr:nittoo agreed that this suggestion should be
implemented in the form of a Vote, as follows
