II. Because of the technical nature of some GRA wartime
responsibilities, and the unique character of likely support activities,
a person in each division should be selected who will be responsible
for initiating action on appropriate war planning matters, advising 25X1A9a
dlr. when needed, and participating in a task force back up to
the development of wartime readiness by Ch/G. The following individuals

There is need for a GBA counterpart to in the field
of war planning who will also oversee the planning group cited above.
This person would normally be the SA to Ch/G, though in his absence
it would perhaps be best to utilize Ch/D/GC.
II. B. I don't agree that the chain of c "is implicitly
designated in the listing of team members", as that listing presently
stands. It should be made clear what the chain of succession is--
for instance, AD, DAD, Ch/E, Ch/G, Ch/D/S, or something of the sort.
Similarly an internal GRA chain should be designated as.
Ch/G
Ch/D/GC
Ch/D/GG
Ch/D/fZ
Ch/D/GG/F
etc., etc.
We can't assume survivorship in the brass any more than in the workers.

II. C. No action required save notation in revised War Plan.
U. D. I think the War Plan can be up-dated and revised to fit
an OCI-type of format without the preliminary of contacting other
agencies. Further plans which may be developed in such contacts can
properly be entered in annexes to the vain war plan. Preliminary
contacts with other nD/I components can be carried out in an afternoon--
it is an exercise mostly for record purposes. Contact with the DD/P
is more troublesome, and I would rec nd that this get first priority
--the annexes which relate to relations with outside agencies can wait,
if necessary.
