I. On3 February 1959?IMMLM Chief of the 25X1A9a
Tirgets Analysis Branch, PP/C, came over my office to continue
discussiens that had been started with a larger group several
weeks fore concerning his report and production responsibilities.

24 I pointed out to that our concern was limited to
several aspects of his work. One aspect vas the inaccuracy and
out-of-datemess of asteria] which had been produoed for another
purpose and then appeared in his TAB reports verbatim, Without any
check being made on the material by competent people. The second
concern was the foot that his shop was apparently going ahead with
the production of AIX types of studies for countries on AU* we had
not produced ESE geographies, and that this effort on their part
constituted intelligence production. / pointed out that we felt
that we were better equipped professiama3ly to produce geographic
intelligence reports of these specialised types, and that he Should
turn such requests over to us and at least give us the oPportunity
of working then into our program on a priority basis.
3. 111.11M pointed out that he felt he was in a fairly
good position, as far as DD/P compooents are concerned, to Service
their particular needs far information to support operational planning
and other activities. The divisions are coming to his directly 'without
going through OIS, and requesting that his shop other together all
sorts of bits and pieces of published information -- 110,4, charts,
graphs, picture* -. and present this selection to the requester for
his use. le said that the people requesting this peculiar kind of
service liked what the Target Analysis Branch had dame for them.
4. We spe:454419iime trying to pin down precisely the nature
of the work at branch, in addition to that which is already
well known. One of the five people an his staff spends full time in
liaison activity with information-producing componeuts throughout the

gence materiale of use in Ili planning. It is quite apparent though
that Taylor is enjoying his rather unique position of producing
intelligence within the DD structure by virtue of the fact that he
is being called upon to do so in an informal manner by a number of
his friends.
5. When asked whetbez lite publication had been approved by the
Agency Publications Board answer was obviously no. I had antici-
voted this answer before asking the question, but felt that he ought
to realise that there VW* certain publication standards to be net and
he obviously is not meeting thou.
6. We finally agreed that he would forward to the Geography
Division requests for work which he receives which are clearly in our
field of responsibility. Further, he will ask the appropriate people
in the Geography Division to review portions of his TAB reports for
accuracy, up-to-dateness, and completeness of data in thoee subjects
in :Mich we have competence. Be also agreed that he would not presume
we were unable -. because of time limitation -- to undertake work in
our field, but would at least give us the opportunity of either accepting
ar turning down the work based upon our workload at the time. Re also
agreed to give due respect to cut-oft dates of information, publication
dates, authorship, and other features *Lich would tend to add validity
to the material included in his TAB publications.
